11 get forms in quest for 5 city offices

OCEANSIDE – Eleven people have pulled nomination papers to run for political office in Oceanside.

The filing period for municipal candidates in the November election began Monday and ends Aug. 8.

The most recent potential candidate for City Council to take out election forms is Jim Gibson, a trustee of the Vista Unified School District, who had announced his intentions earlier.

Rex Martin, a relative newcomer to Oceanside but not to politics, announced his candidacy at a City Council meeting Wednesday.

Martin, 56, served two terms as a city commissioner in his hometown of Birmingham, Mich., from 1988 to 1995. He also served on that city's Traffic and Safety Board.

In 2002, Martin was an unsuccessful council candidate in Sausalito.

Martin retired in 2006 as director of emergency communications in Washington, D.C. He held a similar job for almost a decade with the San Francisco Police Department. Martin was appointed this year to the Oceanside Arts Commission.

Two council seats are available, and incumbents Jack Feller and Esther Sanchez have said they will run again.

Other potential council candidates to take out papers are: bakery owner Chuck Lowery, project manager Tia Ballard-Gregson, youth pastor Zack Beck and frequent council candidates Michael Lucas and Rick Kratcoski.

Lucas has filed his papers.

Also on the ballot will be the mayor's post, held by Jim Wood, who has announced that he will seek re-election. So far, two possible candidates, Councilman Rocky Chavez and businesswoman Catherine Anderson, have taken out papers to oppose him. Chavez has filed his forms.

Two longtime incumbents, City Clerk Barbara Riegel Wayne and City Treasurer Rosemary Jones, have pulled papers to run again.
