CARLSBAD – Ann Kulchin has announced she is running for her eighth term on the Carlsbad City Council.
Kulchin, who has served on the council since 1980, is one of six people who have formed campaign committees or taken out candidate papers to run for two council seats that will be on the Nov. 4 ballot. She held a news conference Thursday to formally announce her candidacy.
Other candidates who have taken out nominating papers at the city clerk's office are:
Glenn Bernard, a real estate sales agent and businessman.
Keith Blackburn, a Carlsbad police sergeant.
Farrah Douglas, who owns a printing company and is a planning commissioner.
William Jubb, a banker.
Bernard and Jubb have run for office unsuccessfully in the past. Bernard has run twice for mayor, and Jubb has run twice for mayor and four times for City Council.
Blackburn and Douglas have not run for elective office previously, but both applied for a vacant council seat that opened up last year.
That seat was filled with the appointment of Julianne Nygaard, who said she would not run for election to the seat.
One other person, Thomas K. Arnold, has formed a campaign committee but has not yet taken out nominating papers.
Candidates have until Aug. 8 to return their papers. They must pay a $25 filing fee and turn in signatures of 20 voters registered in Carlsbad. They may avoid the fee by supplying 100 valid signatures.
If Kulchin or Nygaard don't file papers to run for office, the deadline will be extended to Aug. 13.
